The Jr HR Business Partner serves as a liaison between employees/managers/faculty and the University central HR administration. This incumbent will provide day-to-day support for a wide variety of human resources related matters. This position will perform work under the leadership of the respective HRBP II.

Serves as an Jr HR Business Partner for assigned departments.

Processed and manage HR actions for your assigned department. Process appointments by preparing all paperwork/forms in Oracle HR for approval.

Supports payroll processing by coordinating bi-weekly payroll, updating pay and acting as the primary contact for inquiries and issues for your assigned departments. Proactively identifies issues and facilitates corrective action for human resource and payroll issues.

Partners with the Recruiting team and hiring manager for all recruitment efforts; ensuring hiring managers and committees receive proper training; provide routine check-ins throughout hiring process.

Supports the full recruitment and onboarding lifecycle for faculty, staff, and temporary employees.

Draft and/or revised position descriptions, classification requests, job postings, candidate screening, hiring coordination, offer preparation, pre-employment requirements, and onboarding activities in partnership with Central HR.

With guidance from the HRBP II, work with Central HR on employee performance issues, discipline, formal grievances, non- reappointment/layoff/termination, and reorganization requests.

HR Regulatory Compliance: Supports USF regulatory processes: e-Disclose monthly reporting, regulatory training, FLSA, FIS/FP, HireRight, LII, Pay, ADA, Interview questions, FMLA, recommending training for new managers, SUS Record retention.

With guidance from the HRBP II, work with Central HR on employee performance issues, discipline, formal grievances, non- reappointment/layoff/termination, and reorganization requests.

Serves as a conduit for sharing benefits information with College/Dept. and will refer employee(s) to CHR Benefits for additional support. FMLA: processes FMLA requests in Oracle in partnership with the CHR FMLA team.

Works with unit fiscal analyst to ensure that rate and costing for HR actions are appropriately tracked.

Guide and assist managers to produce compliant performance evaluations and performance improvement plans.

Minimum Education & Experience:

Associate's degree -OR- equivalent combination of education and experience.

Two -four years of related human resources experience in office or administrative positions can substitute for the degree.

Minimum of one (1) year of related HR experience.

Degree Equivalency Clause: Four years of direct experience for a bachelor’s degree. • Senate Bill 1310- The Florida Senate (https://www.flsenate.gov/Session/Bill/2023/1310) is conditional upon meeting all employment eligibility requirements in the U.S. • SB 1310: Substitution of Work Experience for Postsecondary Education Requirements • A public employer may include a postsecondary degree as a baseline requirement only as an alternative to the number of years of direct experience required, not to exceed: • (a) Two years of direct experience for an associate degree; • (b) Four years of direct experience for a bachelor’s degree; • (c) Six years of direct experience for a master’s degree; • (d) Seven years of direct experience for a professional degree; or • (e) Nine years of direct experience for a doctoral degree • Related work experience may not substitute for any required licensure, certification, or registration required for the position of employment as established by the public employer and indicated in the advertised description of the position of employment. • Minimum Qualifications that require a high school diploma are exempt from SB 1310.

Preferred Qualifications:

College or University experience, experience with HRIS (i.e Oracle HR, Workday, UltiPro).

High-level multi-tasking and prioritization skills, experience with payroll processing recruitment experience (faculty and non-faculty)

Analytical skills and 1-3 years of HR related experience. Experience with classification and compensation.
